The purpose of the energy policyThe energy policy statement is an official document with which top management demonstrates its commitment and support to the energy management system for achieving continual energy performance improvement is to document the organisation’s commitment and overall approach to energy management at a high level. It does not need to have details on how the organisation will manage its energy use. The energy policy forms the framework for all other parts of the EnMS. The level of complexity of the energy management system varies depending on the scale and complexity of the organisation and its energy using activities. It is not necessary, or desirable, that the EnMS is overly complicated and/or bureaucratic.
How to implement
The energy policy shall be developed and maintained taking into account the following requirements:
It needs to be appropriate to the nature and scale of the organization's energy use
It provides a framework for setting energy savings targets
It needs to be reviewed and updated regularly (e.g. annually) to ensure that it remains relevant. This review will usually be part of the regular management review of the overall EnMS.
It needs to be communicated to all employees and contractors to demonstrate to them that the senior management and the organization are committed to its energy management system.
Care must be taken that the policy is not just a symbol of management commitment without real commitment being in place to support it.
The energy policy needs to include reference to the following:
Commitment to continual improvement of energy performance through the development and achievement of relevant objectives and targets.
Commitment to provide the necessary resources to achieve set energy objectives and targets
Commitment to develop the necessary measures to demonstrate performance improvement.
Commitment to comply with all legal and other requirements that apply to its energy using activities.
Support the purchase of energy efficient products and services where economically feasible.
The policy needs to be signed by top management to demonstrate its commitment to the EnMS implementation and it has to be communicated to all the employees of the organization. It is not recommended that the policy includes specific energy reduction targets which may need to be updated more frequently than the revision cycle of the policy document.
