Step 2. Build Commitment

2.1 Appoint the energy management representative

The energy management representative is responsible for the establishment, implementation and improvement of the energy management system. He or she is appointed by top management and given the required authority and necessary resources to accomplish the task of implementing the system. The time of the energy management representative doesn’t have to be exclusively devoted to the implementation of the energy management system. In practise he or she normally also fills a function which has a strong relationship with energy management.

2.2 Establish the energy management team or committee

With the exception of small organizations, the establishment of an energy management teamA Team is a cooperative group with a common purpose. They help each other to achieve the goals of the team is essential for success. The purpose and key benefit of forming an energy management team is to engage the various departments or work units of the organization (e.g. procurement, production, facilities, etc.) in the development and implementation of the EnMS.

2.3. Understand the importance of change management

The EnMS is typically a new approach to management in most organisations. It requires openness to change in working and management practices. These changes do not require compromise of existing production, quality, safety, comfort, etc. On the contrary it typically results in improvements in these areas also. It requires that you open your mind to ways of looking at energy and energy consumption. The organization has to be ready to challenge how they manage energy and start answering simple questions like:

2.4 Scope and Boundaries

One of the first tasks to complete in the development of an organization EnMS is to decide what to include in and exclude from the EnMS. This typically means deciding which activities are included and which parts of your organisation are excluded.

It is not necessary to include everything. There may be some very minor energy sources that you decide are not significant enough to put resources into managing. There may also be geographical or organizational boundaries which you want to exclude.

2.5 Establish roles, responsibilities and authority

The successful implementation of an energy management system will require the commitment and effort of staff at every level of the organisation. In the EnMS planning phase the organization has to identify the people who have both a direct and indirect effect on energy use and consumption within the organisation.  
For each of the identified EnMS-relevant staff , the organization lists the roles and responsibilities for the EnMS implementation, starting with the top level management and working through the rest of the organisation.

2.6 Develop the energy policy

It is essential that any effective energy management system has the full support of the top management of the organisation.

2.7 Establish the structure for EnMS implementation

A level of planning and project management will be required for the implementation of a successful EnMS. The scope of this project is likely to be close to the content of this web-Guide .
The plan should include keeping the EnMS as simple as possible in the first instance. 

The energy management representative needs to be engaged and supportive throughout the planning, implementation and ongoing improvement of the EnMs and of the organisation’s energy performance.
